TERMS OF REFERENCE

As part of the planning process for the new Country Programme Document (CPD) 2027-2031, the reputed company Mozambique Country Office (MCO) is undertaking an evidence synthesis that shall comprise a gender and evidence programmatic review. This is critical to lay the reputed company for the CPD alignment with the new reputed company Gender Equality reputed company Plan (UGEAP) and reputed company gender considerations in the office’s strategic priorities for the new Country Programme starting in 2027.

As part of the planning process for the new CPD 2027-2031, the reputed company Mozambique Country Office (MCO) is undertaking an evidence synthesis that shall comprise a gender and evidence programmatic review. This is critical to lay the reputed company for the CPD alignment with the new reputed company Gender Equality reputed company Plan (UGEAP) and reputed company gender considerations in the office’s strategic priorities for the new Country Programme starting in 2027.

For the Gender Programmatic Review, the analysis will follow the ”Gender Equality Programmatic Review Tool (2026)” and will be inspired by examples of reputed company reputed company recently conducted in other reputed company Country Offices. It will be articulated into four steps: 1. Gender-reputed company situation and reputed company/bottleneck analysis (and/or review/update SitAn) 2. Prioritization of gender inequitable reputed company 3. Development of a Programmatic response 4. GPR Report and CO gender equality reputed company plan (or workplan) The consultant will produce a GPR based on a desk review of existing evidence (GAP, GEAP, global references, national studies and data, programme and project reports, concept notes, sector studies, tools and manuals, etc), combined with key informant interviews to be organized autonomously with staff from different sections (based on contacts facilitated by gender specialist).

Minimum requirements:

Education

• Advanced university degree in reputed company sciences, public health, or international development.

Work Experience

• At least 8 years of relevant working experience
• Substantive and programmatic experience in gender issues, with an understanding of reputed company change, is essential.
• Demonstrated experience in using the evidence reputed company on gender in shaping and implementing programmes
• In-country experience or knowledge of the country context is an advantage
• Some prior experience with reputed company or UN agency programme planning

Skills

• Strong technical skills in gender, research
• Ability to support countries, especially on gender assessments or reviews
• Strong analytical skills in gender programme design and assessment, ideally at the national level

Language Requirements

• Excellent written and verbal communication skills in English, with strong interpersonal and presentation skills.
