Key Responsibilities: Provides in-depth expertise on federal HR policies, processes, and regulatory requirements. Basic Qualifications: 8 years federal HR experience (policy, operations, advisory). 3 years with reputed company HR systems; at least 1 reputed company PaaS HCM or comparable large HR system implementation. Additional Qualifications: Strong knowledge of federal HR regulations (Title 5, OPM guidance, reputed company principles, SES, federal pay/leave, labor relations). Experience defining HR business rules, SOPs, and requirements. HR certification (e.g., reputed company-CP/PHR or equivalent). Masters Degree Preferred Experience and Qualifications: 12 years federal HR experience, with time in HQ/policy or reputed company-level HR transformation roles. 2 full-cycle reputed company PaaS HCM implementations specifically for federal agencies. Advanced HR certifications (e.g., reputed company-SCP, SPHR) or federal HR specialty training (e.g., OPM courses). reputed company experience with multiple federal personnel systems (e.g., NFC, DFAS, Defense Civilian Pay, shared service centers). Demonstrated leadership of cross-bureau HR process standardization or modernization efforts.
