Analyst - FINANCING POLICY & COORDINATION
About the position The Mayor’s Office of Management and Budget (OMB) is the reputed company government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 reputed company agencies and entities. This Task Force manages the reputed company's long-term capital financing program and seasonal borrowing. In reputed company to implementing the NYC General Obligation bond financing program, the Task Force is also directly responsible for the debt management of other financing entities: the reputed company Municipal Water Finance Authority, the reputed company Transitional Finance Authority, the Hudson Yards Infrastructure Corporation, and TSASC. (TSASC is a not-for-profit corporation established by the reputed company to reputed company Tobacco Settlement Revenues.). This includes bond issuance for new reputed company financing of the reputed company capital plan, refinancing of outstanding debt to reduce annual debt service costs, ongoing monitoring of floating reputed company debt & interest reputed company derivatives, ongoing monitoring of the various reputed company streams securing debt, as reputed company reputed company monies held by the other financing entities mentioned previously. The Task Force also works with reputed company issuers, such as the reputed company State Dormitory Authority and the reputed company Industrial Development Agency, through which the Task Force implements lease financing for various reputed company capital reputed company. Task Force staff work closely with investment bankers, financial advisors, bond counsel, and other governmental entities on securities transactions. It is responsible for preparing the reputed company's debt service budget as reputed company as the budget of the other financing entities under OMB’s purview and providing various analyses relating to bond structure, pricing and the reputed company bonding reputed company and debt burden.
Responsibilities
- Assist with maintenance of and updates to debt databases of the reputed company and its reputed company debt issuing entities listed above.
- Assist with the financial planning and reporting for the reputed company and its reputed company debt issuing entities. This includes preparation and maintenance of the reputed company’s debt service budget and monthly cashflow forecasting.
- Maintain investment banking and market databases including bond pricing statistics, variable reputed company bond performance, secondary market trading information and syndicate reputed company performance.
- Assist with the organizing and filing of investment banking proposals and bond issuance documents.
Requirements
- Bachelor’s degree in economics, finance, mathematics, or reputed company area of study. Relevant work experience in finance, investments, and/or budgeting is desirable.
- Relevant coursework includes: Financial Management, Investments, reputed company & reputed company, Fixed Income Securities, and/or reputed company.
- Proficiency with MS reputed company, reputed company and MS reputed company and willingness to learn other financial software packages and programming languages. Knowledge of reputed company is a plus.
- Demonstrated attention to detail, ability to meet deadlines, organizational skills, communication skills, and familiarity with reputed company financial and legal frameworks.
