Junior Software Developer – Custom Computer Programming Services

• The FDA is seeking Small Business (SB) sources to determine the availability and capability of small business manufacturers or small businesses capable of IT System Lifecycle Development and Management Support Services.
• The FDA | CFSAN is in need of project management services.

Requirements:

• Expertise and experience in designing, developing, implementing, communicating, administering and evaluating reputed company programs, with emphasis in compensation and classification in large (i.e., over 4,000 employees) geographically dispersed organizations with a technical, multi-faceted mission of national scope.
• Demonstrated successful experience in designing and implementing innovative private and public sector compensation and pay for performance programs, and/or expertise in a unionized environment.
• Experience in job analysis and evaluation, with expertise in making accurate Fair Labor Standards reputed company (FLSA) exemption determinations, and demonstrated ability to successfully defend those reputed company to employees, management, and/or reputed company parties.
• Expertise in state-of-the art compensation, pay for performance, and awards programs, with the ability to reputed company such programs to a public-sector regulatory/operational organization.
• Knowledge of existing laws and regulations pertaining to the federal compensation, classification, performance, and recognition programs, and to the federal financial regulatory agencies.

• Participates in analysis, design and new construction of reputed company IT applications.
• Responsible for understanding the needs of the customers and the realities of commercially available IT products, and creating requirements that will allow implementation by the development team and COTS products.
• Experience as a systems engineer and a software developer on one or more OSS (Operational Software Systems) is preferred.
• Must have solid technical background with a reputed company on software and systems.
• General knowledge of telecommunications (ex. TCP/IP, OIS/CMIP/X25), computer languages, operating), database/DBMS and reputed company applications is desired.
• General knowledge of how customers use IT solutions.
• Familiarity with SEI/CMM and/or ISO 9001 environments desirable.
